Malaysian fuel prices down, BUDI95 still RM1.99: unsubsidised RON95 at RM4.52, diesel at RM5.27 (1 to 7 October 2026)
The cut lands on the price at the pump. Pump 40 litres of RON95 — 40 litres is a round number for the arithmetic, not any particular car's tank — and it comes to RM180.80 at the unsubsidised price, RM79.60 on BUDI95. To pass BUDI Diesel eligibility to the person who actually drives the vehicle, the application is due by the 27th of the current month.

The board price at the pump came down. Anyone on BUDI95 still pays the same, down to the last sen.
The finance ministry's statement of 30 September 2026 says that under the Automatic Pricing Mechanism (APM) formula, the retail price of RON97 and of unsubsidised RON95 each falls by 5 sen a litre for 1 to 7 October 2026, and unsubsidised diesel by 15 sen a litre. That puts RON97 at RM5.00, unsubsidised RON95 at RM4.52 and unsubsidised diesel at RM5.27. The ministry's statement
For BUDI95 recipients RON95 stays at RM1.99 a litre; for BUDI Diesel recipients diesel stays at RM2.10 a litre. What came down is the subsidy the government pays on their behalf.

The main points
- All three prices fall, and diesel falls the furthest. RON97 goes from RM5.05 to RM5.00 and unsubsidised RON95 from RM4.57 to RM4.52, each 5 sen a litre; unsubsidised diesel goes from RM5.42 to RM5.27, down 15 sen a litre. RM5.05, RM4.57 and RM5.42 are the retail prices for the week of 24 to 30 September 2026.
- The subsidised column did not move with it. BUDI95 at RM1.99, BUDI Diesel at RM2.10, SKPS at RM2.05 and SKDS at RM2.15 — the four prices read word for word the same in the finance ministry's statements of 23 September 2026 and 30 September 2026.
- The government's share falls by 5 sen and by 15 sen. For 1 to 7 October 2026 the government absorbs RM2.53 a litre for BUDI95 recipients, 56% of the unsubsidised RM4.52; on diesel it absorbs RM3.17, 60% of RM5.27. For the week of 24 to 30 September 2026 those two figures were RM2.58 and RM3.32, and the government's share of the diesel price that week was 61%. The difference works out to 5 sen less a litre from the government on RON95 and 15 sen less on diesel — exactly what came off the unsubsidised prices.
- Why it fell, and what is still unsettled. The ministry says the average world crude price steadied over the APM calculation period, after the East-West pipeline in Saudi Arabia resumed operations; the same statement says China's exports of refined petroleum products in September 2026 are estimated to exceed last year's monthly average. On the other side of the ledger, a major Russian refinery at Perm had to halt operations after a Ukrainian drone attack, and that keeps limiting how much Russian diesel reaches the international market. The ministry says price uncertainty for petroleum products is expected to continue for as long as the conflict between the United States and Iran is unresolved.
What you actually pay
The finance ministry's statement of 30 September 2026 splits the subsidised and the unsubsidised prices into two tables. Depending on which one applies to you:
- BUDI95 (RON95): RM1.99 a litre. Over the same period unsubsidised RON95 is RM4.52.
- BUDI Diesel: RM2.10 a litre. Over the same period unsubsidised diesel is RM5.27.
- SKPS at RM2.05, SKDS at RM2.15: the statement does not say who these two schemes cover.
- Outside the subsidy: RON97 at RM5.00, unsubsidised RON95 at RM4.52 and unsubsidised diesel at RM5.27, for 1 to 7 October 2026.
Litre for litre, a BUDI95 recipient pays RM2.53 less than the unsubsidised RON95 price.

The BUDI Diesel transfer, widened
- From 16 September 2026 the eligibility can go to the person who actually drives the vehicle. The finance ministry's statement of 16 September 2026 says the registered owner of an eligible individually owned private diesel vehicle may transfer the eligibility to the person who genuinely uses that vehicle; before that, a transfer was allowed only to immediate family. The ministry's statement
- The recipient has to meet three things at once. A Malaysian citizen holding a valid MyKad, eligible for BUDI95, and the actual user of the specified vehicle.
- One owner can transfer to a maximum of three people. A registered owner with more than one private diesel vehicle may transfer the monthly eligibility to a maximum of three other individuals, subject to the number of diesel vehicles registered. Each eligible vehicle may be transferred once only, and a recipient may accept a transfer from one registered owner only.
- Why it was widened. The ministry says the change follows feedback received by the Prime Minister, particularly from diesel vehicle owners in Sabah and Sarawak, where it is more common to buy and sell a vehicle by taking over its instalments, and for one household to own several diesel vehicles.

- How do you get the RM1.99 price? The ministry says eligible Malaysians buy subsidised RON95 and diesel through BUDI95 and BUDI Diesel with their MyKad, subject to a monthly eligibility limit. None of these statements says how many litres that limit runs to, or what the BUDI95 eligibility conditions are, on income or on the vehicle.
- Is there a top-up for pickups and jeeps? The worked example in the statement has the registered owner of an eligible private diesel pickup or jeep applying for an additional 100 litres a month, subject to the conditions set, before the transfer application can be made.
- When does an application have to be in to count for the following month? To use the eligibility from the 1st of the following month, submit the application by the 27th of the current month at the latest. The ministry's own example: an application submitted by 27 September 2026 at the latest is processed so that the eligibility can be used from 1 October 2026, subject to data checking and verification. The statement does not say how long an approval takes, or what to do if it is rejected; it says only that an application is cross-checked against the records of the relevant agencies before approval.
